In 1984; we were in the second year of a <br />three: —year program initiating a satellite monitoring <br />system that gives Colorado the finest water <br />management system in the world. I find it <br />interesting you've been here in 1984, 85, 86, and <br />87. This is the first time you and I have even met. <br />Our efforts have been ceaseless For an instream Flow <br />management system, and you have done nothing to <br />help.
