I think, members of the <br />committee, the first bill. that I would like to start <br />with - the Senate 212 - it appears that it's <br />going to really drag. Senator MCCormick, we may have <br />to look at another schedule or we may have to set it <br />aside and try'to clear^ the calendar 'a little bit of <br />some of these other bills. But at this time I will <br />call on Senator McCormick to give us a explanation of <br />the bill and why. the bill is needed. <br />McCormick Thank you. Mr. Chairman, I want to speak into this'. <br />The record is clear I think that this is an important <br />bill. I think that a great dual is going to turn on <br />it and I want to be sure that the legis _ -h story <br />of it reflects - - -_ <br />precisely what I had in mind, all that <br />I have in mind and no more than that.
