As an avid kayaker, I also have extensive knowledge of how the <br />course has been and is being used. <br />I have designed many such courses around the Country, including courses in Steamboat <br />Springs, Aspen, Boulder, Reno, NV, and Asheville, NC. The Courses I have designed have <br />hosted many national and international competitions. Based on my experience as an avid kayaker <br />and a kayak course designer, it is my opinion that the Whitewater Course in Golden is a world - <br />class course, one of the best in the region. As such, it attracts boaters from across the front - <br />-range, and, in fact, across the Country. <br />I designed the course to have an optimal flow rate of 1,000 cfs. It is my opinion that <br />Paddling at high flow rates is when the Golden Course functions the best. It is at high flow rates <br />where the Course turns into a world -class facility for international and national whitewater events, <br />as well as use by the general public. As explained below, it is my opinion that water up to 1,000 <br />cfs is what draws big events and boaters from many areas and the boating experience and the <br />operation of the course is best at the higher flow rates around 1,000 cfs. Accordingly, it is my <br />opinion that water at high flow rates around 1,000 cfs is put to beneficial use and there is no <br />waste. <br />EXHIBIT <br />G -50 <br />
