7. Flows higher than these ranges may not produce higher quality whitewater opportunities <br />and therefore may be unreasonable or inefficient. <br />8. For each type of opportunity, Golden should have specified the lowest flows that provide <br />high quality recreation. <br />9. Golden should develop a water right claim that provides these high quality opportunities <br />while being more efficient. <br />10. It may not be "reasonable" to design a whitewater course that requires 1,000 cfs in May, <br />June, and July, given the frequency that such flows occur in an average year. <br />11. The Golden water right claim may preclude other water uses without demonstrably <br />benefiting'boaters (e.g. at night, or when flows are not at boatable levels).
