minimum low flow rate of 250 cfs, at this level the course is navigable and can be used for <br />practicing basic paddling skills. At flow rates of 1600 cfs the course becomes an attraction to <br />top -level paddlers and will allow these paddlers to practice for and compete in top -level events. <br />At flow rates of 1600 the features will be enhanced until the high flow rate of 2 cfs is <br />reached. At all of these flow rates the in- stream structures will capture and control the flow in <br />order to create navigable recreational whitewater features. The quality of the Whitewater Park <br />will be enhanced as. flows increase. In fact, higher flows make the Whitewater Park the <br />recreational attraction it was designed to be. It is my opinion that the course will be more <br />usable, more conducive to large events and more attractive to all boaters if the flows are ran at <br />levels up 2000 cfs. If the -flows are maintained at the minim levels the course will be <br />navigable and have limited use but will not attract a significant increase in users. In fact, most <br />users will be attracted to similar venues with higher flow rates within the region. <br />I have been or will be compensated at my expert witness hourly rate of $95/hr for the work <br />contained in this report and $140/hr for my testimony.
