Lacy, P.E. <br />Recreation Engineering & Planning <br />485 Arapahoe Avenue <br />Boulder, CO 80302 <br />(303) 545 -5883 <br />Mr. Lacy is a registered professional engineer in the State of Colorado, and is principal of Recreation <br />Engineering & Planning, a company that works with local government entities to plan, design, <br />manage and coordinate construction of major public works projects, including in particular <br />whitewater boating parks, stream and river restoration, and riverfront redevelopment projects. He <br />is also an experienced kayaker and an expert on the use of constructed whitewater parks for <br />recreational and competitive purposes, and on the recreational experiences provided by constructed <br />whitewater courses at different flow rates and operating scenarios. Mr. Lacy will testify as an expert <br />in the planning, design, construction, and use of whitewater parks in general, and the Gunnison <br />Whitewater Park in particular, and with regard to the recreational experiences to be provided by the <br />Gunnison Whitewater Park and other constructed whitewater parks at different flow rates and <br />operating scenarios. Mr. Lacy's opinions, the basis therefor, and the information considered in <br />reaching his opinions, are set forth in the attached report' dated May 17, 2003. He may also rely on <br />his letter reports dated June 21, 2002 and August 26, 2002, and his testimony before the Colorado <br />Water Conservation Board on September 10, 2002. (Mr. Lacy's letter reports of June 21, 2002 and <br />August 26, 2002, and a transcript of his testimony before the CWCB have been provided or made <br />available to all parties in this case.)
