Founded in 1983, Recreation Engineering and Planning (REP) is based in Boulder, CO <br />and has become the country's leader in whitewater and riverside design. With over twenty <br />years in the business, REP has been responsible for over 30 in- stream design projects —more <br />than half of all the whitewater parks in America. REP's work varies in size from small projects <br />that are tasked with designing a single play wave for small towns like Steamboat to large <br />projects such as the North Platte River Project in Casper, Wyoming. REP has been involved in <br />most of the projects at their inception and has worked with the local community through the <br />entire process. REP has experience in all facets of these projects including permitting, public <br />process, design and construction. <br />Paddling Background <br />I have been involved in kayaking and whitewater sport for over 40 years. My <br />involvement includes membership on the U.S. National Team (1980,1999), head of the <br />National Organization of River Sports (HORS) as well as numerous recreational paddling <br />pursuits. I began at the age of 4 when I first paddled with my father, who was also an avid <br />paddler. I have become proficient at all sorts of paddling events including slalom —the <br />Olympic discipline of paddling — freestyle, widwater, and river running. In the course of my <br />paddling career I have paddled on a variety of whitewater courses in both America and Europe <br />and am an expert on their design, manufacture and use. <br />Background as an Expert Witness <br />As an expert witness I have previously testified in Colorado water courts Water <br />Divisions 1 and 5 for issues related to the Golden, Vail and Breckenridge Whitewater Parks. I <br />also have testimony before the CWCB in Water Division 2 for issues related to the Pueblo <br />Whitewater Park and for issues related , to. this case. In all cases I have been qualified as an <br />expert witness with regard to my experience as a Professional Engineer, Whitewater Park <br />designer, and Expert kayaker based on the qualifications listed above. <br />5 <br />
