This extension was required as the result of problems in <br />obtaining data for the required perioD of record. <br />The following study prevides the basis for this initial report in semsfaction of the <br />requirements of Paragraph 8 of the Subordination Agreement. This report is divided into four <br />sections: Section 1.0 Is the introduction, Section 2.0 of this report describes the water rights and <br />structures that benefit from the Subordination Agreement, Section 3.0 describes the diversions <br />and dvplctions associatod with these water rights; and Section 4,0 summarizes the results of <br />the study, <br />2.0 WATER RIGHTS AND STRUCTURES <br />The purpose of this section is to quantify all of the water rights that benefit from the <br />Subordination Agreement_ dater rights for minimum instream flow rights, rights for minimum <br />natural lake levels, and any conditional water rights that were not exercised In 2000 were <br />excluded. <br />The water rights in the area of interest were dOt9rmined from the water rights tabulation <br />maintained by the Colorado Divislon of Waiter Resources (DWR). The tabulation was taken from <br />the Colorado Declslon Support System (COSS) website developed by the MR, The tabulation <br />report summarizing the net absdute amount associated with each water right w9ss utilized for <br />the purposes of this report. Tho not arnount In tho net water right at a given structure aftar <br />accounting for transfers between structures and any portion of a water right that was <br />abandoned_ All water rights senior to the, Aspinall Unit water rights were removed from this list <br />(rights senior to administration nornlow of 39398.00000 which ig a priority date of November 13, <br />1957). The list was then sorted for water rights within the study area, ,Which quallfy for the <br />subordination of Aspinall Unit water rights under the Subordination Agreement. Next, the <br />Acpirsall Unit water rights and any water rights for minimum instream flow or rights for minimum <br />natural lake level* were eliminated frorn the list, rinally, the conditional water rights that eould <br />benefit from the Subordination Agreement, but were not exercised in 2000, were excluded from <br />the list. <br />Appendix A is a listing of the 2,161 water rights which qualify for subordination of <br />A;Plnali Unit water rights under the Subordination Agreement, if there is more than one water <br />right associated with a given stnacture, than a separate row is shown for each water right.
