- 2 - <br /> Bureau of Reclamation oppose the amendment. To date, the Staff has expressed concern over this <br /> amendment because it has the potential to overturn the entire applecart. Moreover, the Staff has <br /> expressed concern that this legislation allows Congress to interfere with a U.S. Supreme Court <br /> equitable apportionment decree. In the Staff's opinion this matter should be handled solely within <br /> Wyoming, and under Wyoming water law. Joe Glode submitted written responses to questions <br /> posed at the Senate Subcommittee hearing, and his attorneys have requested that the State of <br /> Colorado not oppose the amendment. <br /> Implementation <br /> The Governance Committee has begun implementation of the Program. Recently, the Governance <br /> Committee chose Dr. Jerry Kenny, of HDR in Colorado, to be the executive director of the Program. <br /> The Governance Committee is also implementing various aspects of the Program through contracts <br /> with firms and through the various committees. <br /> With regard to implementation of Colorado's Program, SPWRAP and the State have been working <br /> through a number of issues about how to provide coverage, whether water users should be required <br /> to sign recovery agreements, and under what circumstances is SPWRAP membership required to <br /> take advantage of the Program. <br /> Staff Recommendation <br /> No action is required at this time. <br /> Attachments. <br /> • <br /> Flood Protection • Water Project Planning and Financing • Stream and Lake Protection <br /> Water Supply Protection • Conservation Planning <br />
