-2- <br /> After the time had run for entities to file for party status, the CWCB Staff received requests for <br /> party status from the Southeastern Water Conservancy District and Crowley County. (See the <br /> attached requests for party status and statements of opposition). <br /> Longmont <br /> In the Longmont case, the Water Court has granted an extension of time whereby the CWCB may <br /> file its findings of fact and recommendations until 90 days after as decision is rendered by the <br /> Colorado Supreme Court in the pending Golden appeal. While the Staff will continue to work with <br /> Longmont to assure that the final decree will comport with the requirements of Senate Bill 216, no <br /> further action is required by the Board at this time. <br /> Upper Gunnison River Water Conservancy District <br /> On April 29, 2002, the UGRWCD agreed to make a joint motion with the CWCB to extend the <br /> deadline whereby the CWCB must provide its findings of fact and recommendations until <br /> September 30, 2002. In addition, the UGRWCD requested that the CWCB make every effort to <br /> have a hearing, if one is requested, in Gunnison. (See the attached letter from Cindy Covell). The <br /> September Board meeting is presently scheduled for September 11 -12, 2002 in Alamosa. Also, the <br /> Board may have one or more contested hearings regarding CWCB appropriations of water rights <br /> located in Water Division No. 4 that would be scheduled to be heard by the Board at the September <br /> Board meeting. <br /> Staff Recommendation <br /> City of Pueblo <br /> The Staff requests that this Board grant the requests by the Southeastern Colorado Water <br /> Conservancy District and Crowley County to participate in the Pueblo RICD hearing before the <br /> Board as parties. The Staff will also request that the Board finalize its special telephonic meeting in <br /> August to review written Recommendations and Findings of Fact based on the July hearing. <br /> Upper Gunnison River Water Conservancy District <br /> The Staff requests that the Board authorize the Staff to work with the UGRWCD to seek an <br /> extension of time under which the Board may submit its findings and recommendations. In the <br /> event that a hearing is requested regarding the UGRWCD RICD, the Staff requests that this Board <br /> confirm that the Director should appoint a hearing coordinator, instruct the hearing coordinator to <br /> set all appropriate deadlines, and instruct the Staff to continue to work with the Applicant and the <br /> affected water users to try to develop proposed decrees that satisfy the requirements of Senate Bill <br /> 216 and the CWCB rules promulgated thereunder. In addition, if a hearing is requested, the Staff <br /> requests that this Board encourage the Hearing Coordinator to schedule said hearing in conjunction <br /> with the September Board meeting.
