ENLARGEMENTS MOA
WEST OF PUEBLO
MOA; such other participants, together with Participant, are referred to herein as
the "Enlargements Participants."
B. As set forth in the PSOP Report, implementation of the Enlargements is intended
to result in construction of both the Pueblo Reservoir Enlargement and the
Turquoise Reservoir Enlargement. Because Pueblo Reservoir and Turquoise
Reservoir are owned by the United States as part of the Fryingpan - Arkansas
Project, it appears likely that such construction will require authorization by an act
of Congress (the "Enlargement Authorizing Legislation "), following a federal
feasibility study. The Enterprise intends, after enactment of the Enlargement
Authorizing Legislation, to enter into a master contract with the United States for
construction and use of one or both of the Enlargements, and then to enter into
allotment contracts with Enlargement Participants, as discussed in the
Implementation Committee Report, for construction fmancing and allocation of
storage in the Pueblo Reservoir Enlargement and/or Turquoise Reservoir
Enlargement.
-4-
