F - <br /> ENLARGEMENTS MOA <br /> WEST OF PUEBLO <br /> II. Background. <br /> A. The Enterprise is a water activity enterprise formed by the Southeastem Colorado <br /> Water Conservancy District ( "District "), pursuant to C.R.S. §§ 37- 45.1 -101, et <br /> seq. <br /> B. Consultants to the Southeastern Colorado Water and Storage Needs Assessment <br /> Enterprise (the "Needs Assessment Enterprise "), a separate water activity <br /> enterprise formed by the District, have prepared a Preferred Storage Options Plan <br /> report (submitted by GEI Consultants, dated September 21, 2000, hereinafter the <br /> "PSOP Report"). The P SOP Report identifies estimated future water storage <br /> needs of several potential participants and outlines a plan for meeting those <br /> needs, including reoperation of existing water storage in Fryingpan- Arkansas <br /> Project East Slope reservoirs ( "Reoperations "), followed by construction of <br /> enlargements to Pueblo Reservoir and /or Turquoise Reservoir (the <br /> "Enlargements "). The goal of the Enlargements is to make up to 94,000 A.F. of <br /> new reservoir storage space available to the Enlargements Participants and the <br /> Enterprise, by some combination of a Pueblo Reservoir Enlargement and a <br /> -2- <br />
