Mme. Chair: Two -tier?
Sen. Entz: Uh hmm (affirmative). And we also, I think the Committee also
received a couple letters and one from the Attorney General's Office
and also one from the State Engineer's Office.
Mme. Chair: Right.
Sen. Entz: - supporting Senate Bill 216. And I would like to have Rod Kuharich
and Ron Catany come to before the table and go through the bill for
the Committee.
Mme. Chair: Certainly, Senator Entz. Since Senator Matsunaka has a major
amendment, it might be wise to have him explain that so that the
people that come and testify can address it at the same time.
Sen. Entz: I think Rod Kuharich could address that for the Committee, but at the
— or you can.
Mme. Chair: OK. That's fine, `cause he's familiar with the amendment. Is that
right?
Sen. Entz: That's fine.
Mme. Chair: All right. Then he can do that. So we'll start then with Mr. Kuharich
and Mr. Catany.
Sen. Entz: [unintelligible]
Mme. Chair: And would you each identify yourselves for the tape and when you
start.
Rod Kuharich: Madam Chair, my name is Rod Kuharich. I'm the Director of the
Colorado Water Conservation Board.
Ron Catany: And my name is Ron Catany, Deputy Director of the Department of
Natural Resources. And I just want to say that I am here today on
behalf of Greg Walcher [sp], our Executive Director, in support of
Senate Bill 216 and the amendments proposed by Senator Matsunaka.
And Greg also wanted us to express our support and appreciation for
all those who worked on the bill. And I'll turn it over to Rod to go
through the elements of the bill.
Rod Kuharich: To briefly look at the bill, section by section —
April 12, 2001
Page 2
