cell phone range. Another said that he didn't like to get their shoes
dirty. This research study identified kayaking as the only sport
growing for high school students. Whitewater parks provides great
access for kids. It keeps them in a controlled environment, gets them
outdoors and keeps them off the streets and out of trouble. We need to
provide greater access to recreation, not less. I would ask you to
please oppose Senate Bill 216. Thank you.
Mme. Chair: Are there questions for Mr. Heath? Senator Andrews.
Sen. Andrews: Thanks. I just wanted to find out if it's safe to kayak with your cell
phone?
Man: [inaudible] ziplock bag, at least. Not recommended though.
Mme. Chair: Would you elaborate a little bit more about why you're opposed,
you're opposed to this bill?
J. Heath: Definitely. Definitely. Whitewater parks, over the last couple of
years, they're a grassroots effort.
Mme. Chair: Relate it to the bill somehow.
{ J. Heath: Definitely. The more bureaucracy that is created in opposing the
creation of whitewater parks is going to limit the ability for smaller
communities that might not have the funds that Golden does or Vail
does creating access for kids and adults to have access to whitewater
parks, which is crucial to Colorado's growth and recreational business.
The more steps and the more hurdles that are created, outside of the
current legislation and the current boards that do exist just hinders our
ability to become the ultimate mountain playground that Colorado has
grown so successful on, whether it's skiing or now whitewater sports.
Mme. Chair: Thank you. All right, the next person is Joe Macey [sp].
Joe Macey: Madam Chairman, I'm not going to testify at this time, thank you.
Mme. Chair: All right. Thank you. We do have a number of people that want to
testify, so if you want to just stand up and say I agree with so and so,
that's fine. Four, Kelly Custer and Jo Evans.
Jo Evans: And we — I'm Jo Evans here today on behalf of Colorado Trout
Unlimited. And —
Mme. Chair: Would you put the mike towards you, Jo? Thank you.
April 12, 2001
Page 17
