Rep. Young: Thank you Mr. Chairman. The only reason you would want to vote, to <br /> keep this amendment on is if you want it delayed another step in the process with the idea <br /> that maybe there is just one little reason why it might not get adopted back into the senate <br /> so there is no reason for this to really to go on there and I said before the idea was when <br /> staff gets it matter consistency they don't look at the house and senate rules and say is <br /> this going to go through in a certain kind of way, we're the one that make the decisions <br /> on that they brought the amendment in well it needs to be done and we offered it and <br /> adopted it, purely for the reason that it was a way to keep a consistency with what we've <br /> done the titles before. It has nothing to do with the rule we don't have to adopt this report <br /> —to have bill go through but it does cause •one more step to have to be done, and that is • <br /> the senate will have to concur with house amendment. And we don't have to go through <br /> that step. Again its not matter whether its within the rules it was just a process that we <br /> went through at the time, it didn't occur to me that what we might want to do is make . <br /> sure it goes through little bit faster so we did adopt the amendment but it doesn't have <br /> anything to do with substance of the bill which, its just the change in the title. So I'm <br /> going to ask for rejection of this committee report and I hope unlike sometimes in the • <br /> past that members of my caucus are listening to the debate down here and paying <br /> attention. <br /> Chairman: Further discussion on Senate Bill 216, is Representative Plant. <br /> Rep. Plant: Thank you, I'm not certain what the fear of is of the concurrence by the <br /> • senate I mean this is I'll tell you right now, I think this is a change in water law, <br /> obviously something that in Colorado we take very seriously I don't know why were so <br /> fearful that the senate is going to either concur or not concur. Its going to go to <br /> conference on it, this is what bills go through all the time. I'm not sure what the fear is <br /> here and this is something that was adopted in the appropriation committee just <br /> yesterday, seems like the only reason to reject this is because the sponsor is afraid that its <br /> not going stand up to the mustard of concurrence and I don't see that's necessarily the <br /> case. Spradley: Thank you, Mr. Chairman, well representative Plant you've voted against <br /> this bill at every step in the process so far and so I think your motives are some what. I <br /> will withdraw that, under my own rule. Okay, 1 think you've voted I only stated the fact <br /> you voted against this bill every step of the way. This is a technical issue its changing the <br /> title, the title does not become part of the statute, the title does not become. It is what it is <br /> and that it allows us to do the process here. It simply shortens the title.
