"i remain optimistic. In some <br /> respects, rm encouraged. We spent three hours working through what each of the parties feels is <br /> important. But it's going to require compromise." <br /> The meeting, held at the offices of Colorado Springs Utilities, attracted representatives from the city <br /> of Pueblo, the conservancy district and many participants in the reservoir enlargement project, <br /> including Colorado Springs, Canon City, Florence, Salida, Fountain, the Pueblo Board of Water <br /> Works and the Upper Arkansas Conservancy District. <br /> At issue was Pueblo's desire for a minimum flow of water in the Arkansas River through the city. <br /> On Monday, the city filed an application in water court for recreational in- channel diversion rights for <br /> a river park it wants to build as part of the Arkansas River Corridor Legacy Project. The city seeks a <br /> minimum flow of 500 cubic feet per second (cfs) during the period of March 15 through Nov. 14 <br />
