Feds want new study on bigger dam Page 2 of 2 <br /> While HR 3881 gives the bureau broader authority to enter into water storage contracts, it limits the authority to only those agreements <br /> already approved by the district. Per -son;saidVthoselimitations: could create precedents the bureau is unwilling to accept le:said a legate <br /> analysis of the legislation would be completed within a few weeks. <br /> Arveschoug said the language is needed to satisfy other users of the river, such as the city of Pueblo. He noted that the legislation calls for <br /> establishing a minimum flow of 100 cubic feet per second in the Arkansas River below Pueblo Dam. <br /> "Anyone contracting with the district would have to agree to participate in that flow management plan," he said. "While the bureau <br /> considers that to be a restriction, there are other interests - like the city of Pueblo - that would consider those restrictions to be essential." <br /> The reservoir expansion is deemed necessary because of the conditional nature of current storage contracts, and because projected growth <br /> demands more storage space in the future, Arveschoug said. <br /> "It's good water management, allowing these entities to make better use of their water resources," he argued.
