Allard's courage
EDITORIAL
The Pueblo Chieftain
SEN. WAYNE Allard displayed foresight and courage last week enyhc- baoltedl ppa o bill+
e!eheveulo}w.foat
tei tier on'routef t i l arrsas•"ii fiver bas to. co nities -1 orthe Pre R nge.
Not allowing further water raids protects the interests of a large majority of those who live and work in the Arkansas Valley. Indeed, a poll
conducted for The Chieftain last fall revealed that 70 percent of the people in the lower Arkansas Valley disapprove of the current Rocky
Ford Ditch sale and 77 percent of them disapprove of selling any Arkansas River water to the metro Denver area.
The fi®theastern Colorado• WaterConservancyDistrict correctly has filed legal objection anmzally* WaterCeurt to the Bureau of
Reclamation's contracts allowing Aurora to store water in Pueblo Reservoir. Now, however, the Southeastern has cobbled together with
Aurora an agreement in the aforementioned legislation, H.R. 3881, that would codify Aurora's right to even more storage in the reservoir.
That's perverse in that the reservoir - part of the Fryingpan- Arkansas Project - was built by the Bureau for the exclusive use of the people
in the Arkansas River basin. The only exception in the original enabling legislation was the recreation and wildlife uses associated with the
lake.
«lore insidious is -a provision in H.R. 3881 that would allow other uses of the Fry-Ark project for further water raids if some future
Southeastern District board were to approve. Why would the Southeastern District go for something like that if it is managing the Fry-Ark
Project for the benefit of the people of the Arkansas Valley?
We hope more political leaders wake up to the fact that the Arkansas Valley's very viability as a place to live and work is in danger from
future water grabs and will step up to the plate with Sen. Allard in balking at a bad piece of legislation.
01996 -2002 The pueblo Chieftain Online
http /www.chieftain.com/print/archive /2002 /rnar /31 /edi1.htm 04/02/2002
