It's their tax money that has and is paying <br /> for it. Therefore I feel for once, at least, they should have a voice in saying how it should be operated," <br /> said Councilman Fred Voss, in the Oct. 30, 1961, edition of The Pueblo Chieftain. <br /> On the other side was water board member M. Edward McCabe, who declared, "We have always had a <br /> separate management of the water system in Pueblo. We have grown up under this system and recognize <br /> its value." <br /> Back in 1961, city voters were firmly against a proposed amendment to the city charter that would have <br /> pulled the board of water works into city government. They voted down the idea by a whopping margin <br /> of 11,957 to 3,809. <br /> The idea surfaced again in 1965 and suffered the same fate. Asked to put the water board under city <br /> control as a new Department of Public Utilities, 10,640 voters said no while only 4,050 thought it was a <br /> good idea. <br /> Council tried it one more time in 1967 and got another whipping at the polls.
