Council three times during the 1960s <br /> tried to take control of the water board in one fashion or another, and each time those proposals were <br /> severely trounced. <br /> We urge that the two sides work things out before the proposals come up for second reading on July 8. <br /> Specifically, we think the city manager and city attorney should meet with the water board's executive <br /> director and attorney - without any elected officials. <br /> We would urge that the water board agree to the provisions of the second proposed amendment, and that <br /> the city give up its attempt to wrest power from the water board. <br /> Fights among units of local government are counterproductive and needless. Pueblo has a storied history <br /> of local officials cooperating among themselves.
