I was wrong: When - I looked at the composition of the <br /> Colorado Water Conservation Board I figured Pueblo's recreational rights would <br /> be a dead duck. <br /> As I said: I was wrong. And I hasten to add that I never have been more <br /> pleased being wrong! <br /> I am delighted that your board could see that the public has rights to <br /> water as well as do the shareholders. Am I seeing the beginning. of .a.new era? <br /> I truly hope so. <br /> I hope the board's vote in Pueblo was a signal that our water experts <br /> might actually be willing to bring our water laws out of the 19th century and <br /> into the 21st century. Oh yes, our water laws have been effective for many <br /> years. But now, Greg, the public is beginning to cry out for long needed <br /> changes because of some inequities in our current water laws. <br /> Consider: Recreational water rights are for the benefit of all the public as <br /> . the CWCB has so aptly recognized. <br /> Consider: Many Coloradoans' believe our current water laws do not <br /> adequately protect water quality, as they do water quantity. <br /> Consider: While ditch owners who don't want to sell are protected under <br /> current water laws, the folks who live in the nearby community have no <br /> protection at all. When water is taken off the fields, scores.of jobs will be lost <br /> in town and the economy will become depressed as it is in Crowley County. <br /> Consider: Many believe the "Use it or lose it" concept needs sornee• <br /> adjusting. <br /> • <br />
