This data indicates that the 17 years of stream -flow
data (Arkansas River at Moffat Street gage) is representative of average water- years.
Existing Water Right Information
Staff has analyzed the water rights tabulation and consulted with the Division Engineer's Office
(DEO) to identify potential water availability problems. Surface water diversions within this
reach of the Arkansas River are: West Pueblo Ditch, Commanche Pump Station (SCPC), Pueblo
Board Water Works Ditch, PBWW Northside Ditch, PBWW Southside Ditch, Harp Tailwater
Right and SCMWD Pump Station Nos. 1 and 4. According to the DEO, there is usually
sufficient water available within this stream reach to satisfy the recommended instream flow
amount. Staff believes that water is available for appropriation on Arkansas River based on an
analysis of the gage data and staff's consultation with DEO from the outlet of the fish hatchery to
11
