• <br /> Saturday, June 21, 2003 <br /> Ted Kowalski, Esq. <br /> Legal Protection Specialist <br /> Colorado Water Conservation Board <br /> 1313 Sherman Street, Room 721 <br /> Denver, Colorado 80203 <br /> RE: Gunnison River Whitewater Course, CASE NO. 4-02CW38 <br /> RICD Determination <br /> Dear Mr. Kowalski: <br /> I have been asked to render an opinion on the minimum stream flow for a reasonable recreational <br /> experience, as defined in Senate Bill 01 -216, needed for the Gunnison Whitewater Course. <br /> In this effort, I have reviewed design and technical information provided with respect to "the minimal <br /> • <br /> stream flow required to create a reasonable recreational experience." On June 18, 2003, I visited the site <br /> and surveyed the hydraulic drop across the specific course features. I have also reviewed various other <br /> reports, studies, opinions, board minutes related to whitewater course flows. References for these site <br /> specific and related documents are listed in Attachment A - References. During this review I read the <br /> application and have comments regarding related provisions of Senate Bill 01 -216 and statements made in <br /> the application. <br /> A current summary of my opinions and their b,asis are listed below. My review and investigation into the <br /> Gunnison Whitewater Course began only last week, so this memorandum should be considered work <br /> in- progress and further review is anticipated. In particular, additional review and studies may be <br /> necessary, pending further discovery. <br /> OPINIONS AND BASIS FOR OPINIONS <br /> Opinion <br /> 1. This RICD is located in an appropriate reach of stream required for the intended use as required in <br /> Senate Bill 01 -216. <br /> • <br /> Basis of Opinion <br /> The proposed site has adequate drop, flow, length, and access needed to create a recreational whitewater <br /> course. The available drop is not indicated on any of the figures, but due to the existing diversion and <br /> channel gradient, sufficient drop should be available. Ii at'the site meet and exceed the range <br /> of �thuse at-a number of artificial courses. They are also within the range of my design experience on <br /> other whitewater courses. The length of approximately 1,000 feet (as roughly scaled off the site survey <br /> plan) is, in my experience, sufficient, and meets requirements of the current International Canoe <br /> Federation (ICF) rules for international caliber slalom sites.
