II. Qualifications and Publications <br /> I graduated from Colorado State University in 1971 with a Bachelor of S.cience <br /> Degree from the College of Forestry. My major was Watershed Management. <br /> I have been employed by the State of Colorado since November, 1973. I <br /> worked in the Division of Water Resources from November 1973 to April 1977. The <br /> first year I worked in the records section, the remaining years as a hydrographer. <br /> During this time with the Division of Water Resources, I became very familiar with <br /> the measurement and administration of water under Colorado Water Law. In April <br /> 1977, I transferred to the Colorado Water Conservation Board and worked in the area <br /> of Flood Control and Floodplain Management. In August 1983, I moved to the <br /> Hydrologic and Interstate Streams Investigations Section, now Water Supply <br /> Protection Section, of the CWCB. I became Acting Section Chief of this Section in <br /> February 1997 and was appointed Section Chief in November 1997. Since August . <br /> 1983 I have worked on all manner of river compact issues primarily on the Colorado <br /> and Arkansas Rivers and on numerous instream flow issues and appropriations during <br /> the first few years prior to the instream flow function being carved off into a separate <br /> section of its own. <br /> In October 1997, as part of the duties assigned to the Section Chief, I was <br /> appointed as an Engineering Advisor to Colorado's Upper Colorado River Compact <br /> Commissioner and continue to serve in that capacity today. I represent the State of <br /> Colorado in the preparation of the annual operating plan for the U.S. Bureau of <br /> Reclamation reservoirs on the Colorado River, which includes development of the <br /> annual operating plan for the Aspinall Unit (Blue Mesa, Morrow Point and Crystal <br /> Reservoirs). I also serve as the State of Colorado's lead representative on the San <br /> Juan River Recovery Implementation Program's Coordination Committee, which <br /> oversees the implementation of recovery actions for the endangered Colorado River <br /> Pike Minnow and Razorback Sucker. I also serve as Colorado's designated • <br /> representative to the Technical Workgroup (TWG) of the Glen Canyon Dam <br /> Adaptive Management Program. My area of emphasis since 1983 has been on water <br /> operations pursuant to interstate compacts and associated programs such as the <br /> recovery programs for endangered fish, the Colorado River Salinity Control Program, <br /> and settlement discussions involving federal reserved water rights. Prior to becoming <br /> Section Chief, I was emminently involved with the creation and subsequent <br /> development of the Colorado River Decision Support System (CRDSS). CRDSS is a <br /> collection of databases and models designed to assist the State's decision makers in <br /> making sound decisions on a variety of water related issues. <br /> I have written in several papers, spoken to various audiences, and testified at <br /> state legislative and agency hearings, on a wide variety of water resource issues, <br /> including specifically with respect to the Colorado River. <br /> 3of17 <br />
