McLaughlin is also an expert on the design of whitewater courses, and on the efficient design of <br />said courses. He is designing a "pay for" recirculating whitewater course, and has designed a <br />number of other courses, including the whitewater course on the Ocoee River, which was used <br />for the 1996 Olympics. He is known nationally and internationally for his work in designing <br />whitewater courses. Mr. McLaughlin will testify as an expert in the planning, design, <br />construction, and use of whitewater parks in general, and the Gunnison Whitewater Park in <br />particular, with regard to the recreational experiences that may be provided for by the Gunnison <br />Whitewater Park. Mr. McLaughlin may also testify about whether the proposed course satisfies <br />the requirements of Senate Bill 216, if the Applicant's design fails to provide a reasonable <br />recreation experience for a flow in the range of 250 cfs to 350 cfs. His opinions and bases for his <br />opinions, as well as the information he considered in reaching his opinions are set out in his <br />attached report. Chief of the Water Supply Protection Section of the CWCB, is a research <br />scientist employed by the Colorado Water Conservation Board, 1313 Sherman Street, Room 721, <br />Denver, CO 80203; telephone (303) 866 -3441. Mr. Seahohn has been representing Colorado's; <br />interests relating to interstate compacts since 1981 Mr. Seaholm is an expert in the Law of the <br />Colorado River, transbasin water uses in Colorado, the history of the development of policies <br />related to such areas. Mr. Seaholm is also an expert on Colorado's compact entitlements generally, <br />and specifically Colorado's compact entitlements regarding the Colorado River and its tributaries. <br />Mr. Seaholm is also an expert on the doctrine of maximum utilization. Mr. Seahohn will testify as <br />an expert in these matters. His opinions and bases foAis opinions, as well as the information he <br />considered in reaching his opinions are set out in his attached report. Mr. Seahohn is a State <br />employee and therefore will not be compensated specially for his study and testimony. Mr. Kowalski <br />will testify as an expert in the use of whitewater parks in general, and the Gunnison Whitewater <br />Park in particular, with regard to the recreational experiences that may be provided for by the <br />Gunnison Whitewater Park.
