'11, <br /> Not all courses aspire to host internationally sanctioned events, nor should they. However the <br /> international caliber courses are a good measure of a reasonable recreational flow, particularly the <br /> low range, since, in many cases they require a paid admission. Presumably an inadequate facility <br /> would not attract paying customers. In addition they typically do not enjoy unlimited water <br /> rights. Those located on natural rivers are limited by the hydrology of the river on which they are <br /> located, taking into account water rights of others. Two of th, courses pump water, which means <br /> that the cost of electricity must be weighed against what the user is willing to pay. The lower <br /> range of flows at these facilities therefore has been calculated to provide a reasonable experience <br /> for which a knowledgeable customer would pay. <br /> While most of these courses are not located in active river channels, it is my opinion that through <br /> adequate design, similar whitewater performance can be obtained in applications such as at the <br /> Gunnison Whitewater Course. . <br /> • Design Experience. Some of my professional design and physical modeling experience includes <br /> the Confluence Park Boat Chute in Denver, the Horseshoe Bend Boat Chute in Idaho, the Santa <br /> Fe Avenue Boat Chute.(physicalh,modeled but not constructed) in Pueblo, the whitewater course <br /> of the 1996 Olympics on the Ocoee River in Tennessee, and experience with, many other <br /> whitewater projects. Bases upon this experience, I believe that an efficiently designed whitewater <br /> course at the site in Gunnison would yield a reasoner a recreation experience for the majority of <br /> users for flows within e 250 cfs to 350 cfs range. is could be attained while providing higher <br /> quality whitewater experiences higher range of flows. t <br /> I hope this review provides some guidance in-the difficult task of establishing a "minimal flow that <br /> creates a reasonable recreation experience." <br /> I was deposed or testified in one other case in the last four years was Lambertson Ltd.
