Gunnison County is in the process of developing a Whitewater Park located <br />just west of the town of Gunnison where Highway 50 crosses over the Gunnison River as shown in <br />Figure 1. The Board of County Commissioners of the County of Gunnison and the Upper Gunnison <br />River Water Conservancy District (UGRWCD) entered into an intergovernmental agreement dated <br />March 26, 2002. One of the results of this agreement is that the UGRWCD is responsible to "file <br />and diligently pursue an application for water rights for the Whitewater Park ". This letter report was <br />prepared for the UGRWCD to support its water rights application in Case No. 02CW38. <br />Description of Whitewater Park <br />The Gunnison River Whitewater Course is part of the planned Gunnison River Whitewater <br />Park designed by Mr. Gary M. Lacy of Recreation Engineering and Planning. The future <br />Whitewater Park would include a parking area, trails, restroom facilities, and a Whitewater Course. <br />A conceptual plan of the Whitewater Park is shown in Figure 2. The major planned feature of the <br />Whitewater Park is the Whitewater Course that would be constructed within the existing banks of <br />the Gunnison River. The Whitewater Course is located approximately 150 miles upstream of the <br />stateline. <br />The Whitewater Course will be made up of six structures (three dams and three offset <br />deflector structures) which are designed to control, concentrate, and direct flow around boulders <br />and through self- scouring pools and holes to cause waves, directional current changes, and other <br />whitewater features that are used by kayakers and other boaters for recreation. A description of <br />these structures is included in the water rights application for the Whitewater Course as presented <br />in Appendix A. The Whitewater course will extend approximately one - quarter mile within the bed of <br />the Gunnison River. Mr. Lacy designed the course for a range of flows between 250 cfs and 2,000 <br />cfs <br />
