IV. CONCLUSION
Environmental Opposers' federal complaint demonstrates that they are improperly
attempting to transfer jurisdiction over the Motion to Amend and the quantification of the Black
Canyon reserved right from this Court to federal district court. The stay they request would
prejudice the hundreds of objectors to this case. Accordingly, the Motion for Stay should be denied.
Counsel for the Objectors signing below are authorized to state that Counsel for the County of Delta
joins in our opposition to the stay.
Respectfully submitted this 22nd day of September 2003.
KENSALAZAR
Attorney General
Signed original on file at the offices of
Bratton & McClow, LLC
CAROL D.
