IV. CONCLUSION <br />Environmental Opposers' federal complaint demonstrates that they are improperly <br />attempting to transfer jurisdiction over the Motion to Amend and the quantification of the Black <br />Canyon reserved right from this Court to federal district court. The stay they request would <br />prejudice the hundreds of objectors to this case.
