The law permits local governmental entities to obtain <br />water rights for these whitewater parks, if certain conditions are met under the law. This <br />program would allow the CWCB to award grants to local governmental entities to assist <br />them in promoting non - consumptive use of water resources within their communities. <br />Grants would be selected based on need and ability to demonstrate that the grant would <br />be used in manner in a way that promotes maximum utilization of water resources. <br />Discussion: <br />This is a matter of Statewide concern and statewide interest. This type of grant process <br />will support the Board's goals of supporting and promoting non - consumptive uses within <br />Colorado. <br />• <br />
