STATE OF COLORADO
•
•
•
Colorado Water Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 721
Denver, Colorado 80203
Phone: (303) 866 -3441
FAX: (303) 866 -4474
www.cwcb.state.co.us
MEMORANDUM
TO: Colorado Water Conservation Board — Finance Committee
FROM: Ted Kowalski, Chief Water Supply Protection Program
DATE: August 30, 2007
RE: Non - Reimbursable Investments
Nonconsumptive Use Grants Project
Bill Ritter,
Governor
Harris D. Sl _
Executive t
Dan McAuliffe
CWCBor
Introduction
Various communities have built whitewater parks within the State of Colorado for various
recreational purposes. The law permits local governmental entities to obtain water rights for
these whitewater parks, if certain conditions are met under the law. This program would allpw
the CWCB to award grants to local governmental entities to assist them in promoting non-
consumptive use of water resources within their communities. Grants would be selected based
on need and ability to demonstrate that the grant would be used in manner in a way that promo
maximum utilization of water resources.
Discussion
This is a matter of Statewide concern and statewide interest. This type of grant process will
support the Board's goals of supporting and promoting non - consumptive uses within Colorado.
Staff Recommendation
Staff recommends the Board request that the General Assembly authorize up to $100,000
from the Construction Fund to be appropriated to the CWCB for the study associated with
nonconsumptive use grants. CWCB staff will be available to answer questions about this
proposal.
Flood Protection • Water Supply Planning and Finance • Stream and Lake Protection
Water Supply Protection • Conservation and Drought Planning
