Calif. city appeals decision on lining canal <br />Calexico, Calif., appealed Monday the 9th U.S. Circuit Court of Appeals' decision to allow the lining of the Colorado River's <br />All-American Canal to go forward. The question is whether Mexico has a right to water leaking from the Colorado River <br />through a portion of the All-American Canal into Mexico. <br />San Diego officials seek to install a concrete -lined trench to stop the leaking water, but Mexican officials have asked the <br />court to block the project. It is the Bush administration's claim that Mexico is not entitled to seepage from the southern <br />California canal. <br />Calexico, a city of 40,000 residents dependent on commerce with Mexicali, said it would be environmentally and <br />economically harmed by the lining of a 23 -mile segment of the river. It also pointed out that the canal runs directly through <br />the city, which has the lowest per capita income in California, according to the appeals petition. <br />Calexico is part of a cross - border coalition fighting the lining of the river. The group includes two California environmental <br />organizations and the Mexicali Economic Development Council. <br />The council says farmers in the Mexicali Valley would lose a critical water supply if the lining is allowed (Sandra Dibble, S.an_ <br />ie o Union - Tribune May 23). <br />The Bush administration has said that Mexico, which already receives 489 billion gallons of Colorado River water legally <br />each year, is not entitled to seepage from the southern California canal.
