facilities. End of summer we will have a public/recreationists meeting to better assess recreation
values on Chatfield reservoir. There is $40,000 in a consultants budget request for next year.
Also we will need to get with the Corps to plan for the extra expense of an earthquake seismic
analysis. Rick Miner will get figures for these extra tasks.

Preble's Meadow Jumpinl! Mouse
Brad Piel updated us on his report and discussed the mitigation requirements and the status of the
mouse; Chatfield is prime PMJM habitat. DOW has done limited studying ofthe mouse at the
reservoir but we will need mitigation strategies. Increasing the pool will displace mouse habitat.
Displacing mouse habitat is rumored to cost $15,000 an acre up to 75 acres and then $30,000 an
acre above that elevation. Mouse habitat is tall grasses, and shrubs near water sources but the
normal reservoir operation may drown the mouse during its hibemation periods. Habitat
enhancement elsewhere like Plum Creek and Deer Creek may be adequate mitigation.

Recreation/Economic Analvsis
We can start this now independent of the reservoir operations determinations, or the completion
of the hydrology and hydraulics analysis. We will need State Parks and local governments
interested in the project to give us input for this task.

Vision and Corens for the Future

1) Build it (storage) and they will come.

2) Review and understand Denver Water Boards 10,000 total AF pool and why 17,000 AF
seemingly doesn't get used

3) Identify those that will want the additional water.

4) Defl11e impacts and implications of wet year operation and dry year operations.

5) Figure out environmental impacts and mitigation costs and strategies.

5) Figure out the details of the conditional storage decrees on the reservoir (i.e. Denver decree
for rapids on Kayak course and DOW filing for water for the deer in summer.)

Flood Protection. Water Project Planning and Financing. Stream and Lake Protection
Water Supply Protection. Conservation Planning
