Overview: <br />The Colorado Drought Mitigation and Response Plan (the Plan) was developed to provide an effective <br />and systematic means for the State of Colorado to reduce the impacts of water shortages over the short <br />or long term. The Plan outlines a mechanism for coordinated drought monitoring, impact assessment, <br />response to emergency drought problems, and mitigation of long term drought impacts. <br />When activated, the Plan prescribes that drought impact shall begin with the activation of relevant <br />Impact Task Forces (ITF's). The Impact Task Forces are comprised of various state, local, and private - <br />sector experts and are chaired by specified members of the Water Availability Task Force. The Impact <br />Task Forces convene to determine drought - related impacts within specific sectors of Colorado's <br />economy and environment. Impact Task Forces include: Municipal Water, Wildfire Protection, <br />Agricultural Industry, Tourism, Wildlife, Economic Impacts, Energy Loss, and Health. <br />On April 22, 2002, Governor Bill Owens requested, in a letter to the Colorado Water Availability Task <br />Force, that Colorado's Drought Mitigation and Response Plan be activated to address statewide drought <br />conditions. In response to the impending closure of the General Assembly's 2002 legislative session, <br />Governor Owen's requested that the Impact Task Forces prepare a summary of recommendations by <br />May 1, 2002. <br />The information below represents all of the information which was compiled between April 22, 2002 <br />and May 1, 2002 by the eight Impact Task Force groups. From this compilation, the Review and <br />Reporting Task Force Recommendations report was assembled and forwarded to Governor Owens. <br />
