POTENTIAL IMPACTS AND MITIGATIONS MEASURES: <br />The costs of dealing with drought impacts are primarily a local responsibility. If outside funding is <br />needed, loans should be the first consideration, and water systems can currently choose from the <br />following loan programs: <br />a) CWCB Construction Loan Program (loans for raw water systems) <br />b) USDA Rural Development Water and Waste Disposal Grant and Loan Program. <br />c) Energy Impact Assistance Fund (loans for treated water systems) <br />If it is determined that a community cannot afford a loan for all project costs, grants may be available <br />from: <br />• USDA Rural Development Water and Waste Disposal Grant and Loan Program <br />• Community Development Block Grant program (for water as well as wastewater and other public <br />facilities) <br />• Energy Impact Assistance Fund (for water as well as wastewater, and other public facilities) <br />
