b. The approval of this change of water right
shall be subject to reconsideration by the Water Judge
on the question of injury to the vested rights of others
during any hearing commencing in the two calendar years
succeeding the year in which this decision is rendered,
except that the Water Judge shall retain jurisdiction of
the ditch loss question addressed by paragraph 14.a.2)
for the period prescribed by paragraph 14.a.3).
