Economic Analysis <br />The economic benefit of the project is considerable. Eliminating the current restriction <br />and restoring the reservoir to full capacity ensures the ability to store all available water <br />for irrigation purposes for many years. Because agriculture is the principle economic <br />basis of the area the ability to use all decreed and exchange water is essential not only to <br />shareholders but to the economy of Northern Costilla County. The estimated cost of the <br />project is $667,000.00 and restores the reservoir to full capacity of 5,000 acre feet of <br />water. This is a one time cost of $133.40 per acre foot of water. Spreading this cost over <br />the life of the repaired dam makes this a very cost effective project. <br />Social and Physical Impacts: <br />The project will have no significant social impact as the reservoir will continue to operate <br />as it has in the past. Physical impacts include the changes to the upstream side of the <br />dam and the new sluice gate. <br />Conclusions <br />• Trinchera Irrigation Company is an incorporated non-profit entity in the State of <br />Colorado with the ability to enter into a contract with the CWCB for the purpose <br />of obtaining a construction fund loan. <br />• The project has restored the capacity and safety of the Smith Reservoir providing <br />beneficial use of the water for the company shareholders. <br />• The total cost of the proj ect is estimated at $667,000.00 of which 90% will be <br />financed by a loan from the CWCB Construction fund and the remaining 10% is <br />to be funded by The Trinchera Irrigation Company. <br />• The project was an absolute necessity to restore full capacity and integrity to the <br />dam and to meet requirements of the State Engineer. The project is technically <br />and financially feasible. <br />
