• • <br />While the claim has been made by proponents of LAPLAWD that agriculture users will <br />not be injured, that has never been ascertained in water court. At issue is whether water should <br />be allowed to leave the PRID district boundaries, even being diverted into another drainage <br />basin. There is the issue of year round storage, displacing storage for the agriculture users. <br />There is the question of diminished volume to ditches. There is no stated limit on how much <br />water could be sold.. And there is the ethical question of how a handful of PRID shareholders <br />have excess water available to sell, while the majority voted NOT to sell water, and there is a <br />waiting list of PRID shareholders who have more ditch rights than storage and have petitioned <br />for additional water from Vallecito that has not been awarded them. <br />In conclusion, it is my belief that this is not really about providing water to households <br />who are on wells or hauling water - they did not vote for this or consent to taxing themselves to <br />fund this. This is about a handful of individuals with excess water who want to sell to a handful <br />of developers and speculators (many are one and the same) all of whom want to exploit future <br />growth in the area. And they want to use public funds to carry out their plan. <br />I respectfully ask that you look deeper into this project before considering their grant <br />application. Does it truly benefit the community, and is it wanted or needed by the majority of <br />them?
