■ Reducing unnecessary operational spills. <br />■ Improving operator safety. <br />The improvements under consideration have been listed and prioritized by the <br />Company's Board of Directors. The Company intends, through the accompanying loan <br />application and this feasibility study, to request a Colorado Water Conservation Board <br />low-interest loan which would be directly related to financing the cost of the phased <br />improvements described here. This study reports on the feasibility of making the desired <br />improvements in consideration of the alternatives (when alternatives exist other than a <br />do-nothing alternative), the probable costs, and the Company's plans for repayment of a <br />CWCB loan. <br />Proiect Sponsor <br />The Riverside Ditch & Allen Extension Company (RD&AEC) is a non-profit mutual <br />irrigation company registered in the State of Colorado. There are 19 shareholders and <br />1428.33 shares of stock outstanding. The RD&AEC Board of Directors sets annual <br />assessments that are used to pay the expenses of operating the Company, including <br />capitalized costs for improvements. Currently, the assessments are $3.09 per share per <br />year not including a special assessment that was implemented recently in 2009. <br />Water deliveries to shareholders that may not have paid the annual assessments can be <br />terminated. The Company can sell stock, if necessary, to pay past due assessments. <br />RD8�AEC's articles of incorporation and by-laws are included herein in Appendix A. <br />Contacts for the RD&AEC Board, officers, staff, attorney, and engineer are listed in this <br />report immediately following the title page. <br />Proiect Service Area and Facilities <br />Riverside Ditch & Allen Extension Company provides irrigation water to a service area in <br />Chaffee County, Colorado. See Figure 1(bound herein and folded in the binder pocket) <br />for a map of the entire canal system. Historically, the principle irrigated crops are grass <br />hay and livestock pasture. The Company delivers water to agricultural operations of <br />various sizes and no water is currently delivered for municipal irrigation. The service <br />area has never been mapped and the total irrigated area within the service area is <br />unknawn. �E�E=� � vUz �'��S�t�r3/�— i �°t� �I�--�`a��,�/ S1c�✓/C�� <br />��- � � <br />Generally speaking, the Company's facilities consist of a diversion structure on the o& �.,5. <br />Arkansas River, approximately 8.2 miles of earthen canal, some minor check structures, <br />delivery headgates, main canal flumes, some headgate flumes, spill structures, trash <br />screens, and other minor structures typical of earthen canal irrigation systems. A <br />significant portion of these facilities are in need of repair, upgrades, or replacement. <br />Some headgate deliveries are measured using Parshall flumes but other headgates <br />have no flow measurement. <br />Aqua Engineering, Inc.
