<br />-4- <br /> <br />. The goal of the meeting is to try and come to some consensus on: need, availability of funds, <br />water rights and the development of a reservoir water use operational plan. <br />. Brown and Caldwell completed the "Storage Use Patterns Investigation Study" in February <br />2003. <br />. The CWCB will likely put Brown and Caldwell under contract for technical assistance to this <br />committee. <br />. Once this study is completed we may need to get water users contributions for a calendar <br />year 2005 study cost contributions. The CWCB may look at somewhere between $5,000- <br />$20,000 from each water user to bring this study to total completion. <br />. Marc Waage and Rick McCloud agreed there are still unknowns but that we all will just need <br />to plunge forward and see where this goes. <br />. The EIS locks in the operations scenario so the water users meetings will need to be as <br />specific as possible and come up with an operational plan, <br /> <br />Threatened and Endangered Species Mitigation <br />Concurrent to these efforts are the meetings with the Corps and Tetra Tech regarding wildlife <br />mitigation with the USFWS and Division of Wildlife. The CWCB will start to attend these meetings. <br />. There was some discussion about the difference between an Environmental Impact Statement <br />and an Environmental Assessment. <br />. If you can't do "finding of no significant impact" or FONSI then we need to go to an EIS. <br />. The process includes a notice of intent as part of the NEP A process. <br />. Tetra Tech will host a series of meetings, give information to the public, and then bring those <br />issues back to the Corps and project team. <br />. Summer Adamietz has agreed to make a presentation at the June 2nd meeting regarding the <br />Environmental Impact Statements and NEP A process to help the project team understand the <br />next steps. <br />. It appears likely the project will need an EIS. <br />. Summer Adamietz may have a short overview of the EIS process that will be attached to the <br />next meeting reminder. <br /> <br />Chatfield Proiect Website <br />CWCB's completed reports for the "Recreation Mitigation" and "Storage Use Patterns Study" are <br />available on the CWCB web site at http://www.cwcb.state.co.us/f1ood watch/ChatfieldWeb- <br />Current/index.htm. <br /> <br />Corps - Policy on Land Use at federal reservoirs <br />There was discussion of a new proposed recreation site policy on federal reservoirs. This policy will <br />be discussed in further detail at future meetings. State Parks mentioned that one of their employees <br />that is attending the next meeting may have some explanation of this policy and its relevance to the <br />project.
