The potential environmental issues reviewed included: water xesouxces, aquatic biology, wateY <br />quality, soils, wildlife, vegetation, wedands/riparian areas/floodplains, thxeatened and <br />endangeYed species, land use, socioeconomic, cultural resouxces, wild and scenic rivers, <br />recreation and wildexness. <br />The "Enlargement of Old Dillon Reservoir Engineexing Feasibility Study" 1998 (.ree Engineering <br />Fea.ribility Study, Exhibit J) evaluated two enlarged xeservoir sizes, 86 acre-feet and 196 acre-feet. <br />The evaluations included: raising the existing dam, appuxtenant structures, canal <br />modifications, cost estunates and water xight assessment. <br />The "Evaluation of Old Dillon Reservoix First Enlaxgement" 2005 (.ree Evaluation of ODA Fir.rt <br />Enlargement, Exhibit K) looked at three distinct alternative development strategies: <br />A. Construct Old Dillon Reservoir First Enlargement as decxeed in Case No. <br />93CW288 to serve the SL~m~nit County, the Town of Dillon and possibly the <br />Town of Silverthoxne. <br />B. Without enlarging Old Dillon Reservoir serve water supply needs of Summit <br />County, the Town of Dillon and possibly the Town of Silvexthorne. This <br />altexnative would use the e~sting Dillon Ditch and a newly constructed outlet <br />from Old Dillon Reservoix to Dillon Reservoir to route Dillon Ditch water to the <br />Town of Dillon and to put watex into storage in a pool in Dillon Reservoir, <br />possibly affecting the water supply contemplated by Old Dillon Reservoir First <br />Enlargement without constructing the enlaxgement. This will xequite significant <br />assistance fYOm Denver Water. "Yield" fxom this scenario could be gxeater than <br />the 196 acre-foot volume of enlarged Old Dillon Reservoix depending on the size <br />of the pool in new Dillon Reservoir, aYxangements for out of prioriry diversions <br />and the rules fox carry-over. <br />C. Serve More Than Existing Partners - Assistance from Denvex Water in the foxm <br />of a storage pool with caYry-over could enable moxe water than Old Dillon <br />Reservoir and Old Dillon Reservoix First EnlaYgement capacity to be diverted <br />from Salt Lick Gulch and stoYed in Dillon Resexvoit. The expanded uses could <br />contribute to the "global solution" discussions under the UPCO pxocess. These <br />diversions would need to be made with stream flow targets in the Blue River in <br />mind. <br />The cost estimates for the altexnatives are inadequate and out of date. The impacts for each <br />alternative are included in the studies. Greater detail on the impacts will be included in the <br />draft environmental assessment which will be finalized in the next two months. <br />The breakdown of estimated project costs will follow in Section 2.4.3. The Town's share of <br />the estimated pxoject costs is $1,728,000 for 109 AF or $15,853 per AF. Comparable storage <br />in Suinmit County is currently selling for appYOximately $30,000 per AF. <br />2.4.2 Selected Alternative <br />Ray Tenney fYOm the Colorado Rivex Water Conservation District is managing the pxoject <br />development pYOCess for the proponents.
