Outlet to Dillon Reservoir <br />The oudet from ODR to the Town of Dillon (now undex Dillon Reservoir) has not been <br />operarional since the Town of Dillon was relocated to the east shoreline of Dillon Reservoir, <br />in the early 1960s. <br />2.1.3 Previous Studies <br />P~liminary Scoping Document Old Dillon Ke.rerUOir E.~an.rion <br />The xecommendations of the "Prelinvnary Scoping Document Old Dillon Reservoir <br />Expansion" completed by SAIC and TZA in November 1995 were based on examination of <br />existing information and consultation with appYOpriate resource and xegulatory agencies. The <br />study recommends the items listed below (see Preliminary Scoping Document, Exhibit I). <br />4.1 WateY ResouYCes <br />• Certain of the exchange opexarions which may be associated with use of an <br />expanded Old Dillon Reservoir, as descxibed in Section 3.1.1, add some <br />complexity to the water resources issues associated with this pxoject. Although <br />the volumettic unpacts of the project are relatively small, they may occur <br />throughout a large number of stream segments. Because the County's watex <br />rights may be applied to vaYious alternative uses, it is difficult at this time to <br />pxedict the timing and specific locations of potential streamflow impacts. The <br />Counry should consider whether it is desirable, eithex as part of further <br />envitonmental analyses of the project oY as a separate study, to pexfoxm <br />additional water supply planning and Yeservoir operation studies in order to <br />moYe cleaYly define how the expanded reservoi~ might be used. <br />4.2 Aquatic Biology/Threatened and Endangered Species <br />• In the development of the operational chaYacterisitics for the pxoposed <br />expansion altexnatives, consideY using some of the watex for release into the Blue <br />River to help maintain minimum flow requirements. By including this purpose <br />in the project operation, an important beneficial impact to trout populations <br />would result from the project. - <br />• When selecting the altexnatives foY the pxoposed Old Dillon Reservoir <br />Expansion Project, select water souxces that would result in the smallest <br />depletion in the Blue and Coloxado Rivexs. This approach would xepxesent the <br />lowest level of impacts to important fish species in both xivers and T&E species <br />in the Colorado River. <br />4.3 CuJtuxal Resoutces <br />• A foYmal recoxds search with the Colorado Historical Society, noting the <br />pYesence of National RegisteY listed oY eligible sites in the vicinity should be <br />conducted. <br />• An archaeological survey of the APE (aYea of potential effect), recording of <br />archaeological Yesources and structures associated with the Old Dillon Reservoir, <br />and an assessment of the potential significance of the resource should be <br />conducted. <br />• Contact with Native Amexican gxoups to detexmine the presence oY potential fox <br />traditional cultuYal pxopeYties in the APE (aYea of potential effect) should be <br />conducted." ~ <br />4 <br />
