SECTION I <br />STUDY INTRODUCTION AND OBJECTIVES <br />The Snowmass Water and Sanitation District provides potable water service for <br />customers within the District boundaries, which include the Town of Snowmass Village. <br />The District diverts water for treatment from East Snowmass Creek and East Snowmass <br />Creek Spring, Brush Creek and Snowmass Creek. The District presently does not have <br />a useable raw water storage facility, but purchased Ziegler Reservoir (aka Lake <br />Deborah) in 2008 for the express purpose of improving system reliability by expanding <br />the reservoir from its current 57 AF to approximately 225 AF. To regulate flows and <br />provide a supply during times of diminished stream flows, a system to divert water to and <br />pump water from the reservoir is required. The District proposes to build this delivery <br />system in the summer/fall of 2009. The delivery and pump system will utilize the existing <br />57 AF reservoir as well as serve the planned future expansion of the reservoir. <br />The project will be 90% financed through a loan from the Colorado Water Conservation <br />Board with the 10% balance and any unforeseen project overages paid for by the <br />Snowmass Water and Sanitation District. Repayment will be accomplished using <br />revenues from service fees, system development fees and interest on CD's. A financial <br />analysis is presented showing the funding and repayment schedule. <br />1 <br />
