The District's project involves a joint UAWCD-U.S. Geological Service (USGS) <br />hydrologic water balance study. The phased study begins in Chaffee County and eventually covers four <br />Arkansas headwaters counties: Lake, Chaffee, Fremont, and Custer. <br />Population growth for tlle Upper Arkansas headwaters region is anticipated to be 72% from 2000 to 2030, <br />according to a Statewide Water Supply Initiative (SWSI) Arkansas Basin 2006 Fact Sheet. The Colorado State <br />Demography OfFce projecis that flie faur counties in the study area will increase in populatioil froin 60% <br />(Freinont) to 160% (Lake). UAWCD has more thaal 6,700 custorners in its more than 2 rnillion acre service <br />area. <br />CCA recagnizes tliat State funds to assist this small District strategically located at the lieadwaters of the <br />Arkansas River will benefit the public beyond District Uoundaries. The study will generate data that can be used <br />by all basin river users whether municipal, agricultural or recreational. h1 Chaffee County, municipal users <br />include Buena Vista, Salida and Poncha Springs; the District serves more flian 5,700 municipal water users. <br />Recreational river users predominate in Lake County, while Custer County's agricultural sector represents <br />103% of its economy. <br />The CCA is glad to support the application of the Upper Ai•kansas Water Conservancy District (The District) <br />for a I11'atei° Srrpply Reserve Accoarnt grant. <br />Sincerely, <br />??.•-????// <br />Paul Benil:lau <br />President
