Januaiy 6, 2009 <br />Mr. Todd Doherty <br />Intrastate Water Management and Development Section <br />COLORADO WATER CONSERVATION BOARD <br />1580 Logan Street, Suite 600 <br />Denver, CO 80203 <br />Re: UPPER ARKANSAS WATER CONSERVANCY DISTRICT <br />To Whom It May Concern: <br />The Leadville/Lake County Chamber of Commerce supports the application of the Upper Arkansas Water <br />Conservancy District (the District or UAWCD) for a Water Supply Reserve Account grant. The District's <br />project involves a joint UAWCD/U.S. Geological Seivice (USGS) hydrologic water balance study. The <br />study area includes Chaffee and parts of Lake and Saguache Counties. The study will quantify surface <br />water and ground water, especially the ground water recharge rate, and characterize the interaction <br />between surface and ground water. Study results can be used to estimate the effects of changes in water <br />use or climate on the available of ground water resources. <br /> 's???i,?,?• ?c.???? <br /> ? <br />1 S I IHIi? <br /> <br /> <br /> <br /> <br />! 11?r,lrl ? <br />; ? i ni?ki?•i ?,i?????? ??,tii? ? <br />The cost-effective UAWCD/USGS study involves <br />cooperation between water resource managers and <br />land use planners. It includes a-35% cost share <br />from USGS and a-26% cost share from local land <br />use planners (like Chaffee, Fremont and Custer <br />Counties) and local water resource managers (like <br />Penrose and Round Mountain Water Districts). <br />The study will add value to the Arkansas Basin <br />HydroBase Decision Support System (DSS), <br />contribute to the upcoming DSS Feasibility Study, <br />and complement CSU's data collection for the <br />DSS. The study will summarize data that can be <br />used for four of the eight HydroBase components: <br />• Water budget model and data collection <br />• Ground water planning model and data collection <br />• Surface water planning model and data collection <br />• Consumptive use model planning and data collection <br />The study will generate data that can be used by all basin river users whether municipal, agricultural or <br />recreational. For instance, this study involves counties that comprise the popular tourist area known as the <br />Arkansas Headwaters Recreation Area (AHRA). AHRA annual use data reflects -800,000 visitors use the <br />river each year.
