Water Supply Reserve Account- Grant Application Form
Form Revised May 2007
The UAWCD/USGS study will support future growth because it complements CWCB plans for
implementing an Arkansas Basin Decision Support System (DSS). UAWCD and USGS participated on
November 18, 2008, in a conference call with CWCB's Andy Moore and others to guarantee that the
UAWCD/USGS study meshes with but does not duplicate CWCB future planning, which includes:
Awarding in 2008, to Colorado State University, the amount of $875,000 for "Data Collection and
Assessment in Support of Improved Water Management in the Arkansas River Basin" for a three
year 2009-2011 project designed to gather data needed to implement an Arkansas River Decision
Support System (DSS);
Issuing in 2009, a Scope of Work for a Feasibility Study for an Arkansas River Decision Support
System (draft 10/22/08) for a nine-month 2009 project to assess data needs and data gaps by
conducting -30 interviews with water resource managers and others.
Water related facilities owned or used: Table 3 lists the District's water supply sources.
TABLE 3. The District provides municipal storage via allocations of
space to two municipalities in Chaffee County: the City of Salida and the Town of Poncha Springs. The City
of Salida storage allotment in District high mountain reservoirs is utilized to exchange water from Salida's
native water rights on the South Arkansas and provide a backup water supply for Salida's -5,500 residents.
The Town of Poncha Springs operates several municipal ground water wells to provide water to its -550+
residents, and cannot provide augmentation water for well depletions without access to District storage.
Upper Arkansas Water Conservancy District (UAWCD) Page 5 of 42
