Description of the oreanization: The Upper Arkansas Water Conservancy District (UAWCD or the District) <br />is located in Salida, Chaffee County, Colorado. Figure 1 depicts the Disict's 2 million acre service area in five <br />Central Colorado high mountain counties- all of Chaffee, Fremont, Custer and parts of Saguache and EI <br />Paso Counties, along with approximate locations of 15 new data collection platforms funded in part by grantsfb <br />-$285,000 each from Bureau of Reclamation (BOR) and CWCB Water Supply Reserve Account (WSRA). <br />Figure 2 depicts the areal extent of the proposed hydrologic water balance study in the Buena Vistt6alida <br />Basin of the Arkansas River in Chaffee County.The goal of the -$406,912 study is to quantify surface water <br />and ground water, especially ground water recharge, to characterize the interaction between surface and <br />ground water. Study results can be used to estimate the effects of changes in water useDr climate on the <br />availabilityand sustainabilityof ground waterresources. <br />The District has a current water demandof 1,566 acre feet with a projected demand by 2035 of nearly 3,000 <br />acre feet. Current demand is: irrigation (38% of use); municipal storage (25%); domestic and commercial <br />augmentation (18%); water leases and instream flows (12%); and evaporation replacement (7%). <br />Irrigation demand (38% of use) is met through District-owned water rights on Cameron Ditch and the State <br />Reservoir Boss Lake storage right for irrigation on the South Arkansas River. Municipal storage (25% of <br />use) is provided for the City of Salida and the Town of Poncha Springs. Augmentation (18% of use) of <br />ground water wells, springs, ponds, and diversion structures related to surface water rights is provided via a <br />blanket augmentation plan that covers two-thirds of the District's service area. <br />Besides the South Arkansas, principal tributaries of the Arkansas in the study area include Cottonwood <br />Creek, Chalk Creek, and Poncha Creek. Five of the District's six reservoirs are in the study area: Rainbow <br />Lake, Cottonwood Lake, North Fork Reservoir, Boss Lake, and Lake 0'Haver. <br />Upper Arkansas Water Conservancy District (UAWCD) Page 2 of 42
