Name and Address of Applicant: Upper Yampa Water Conservancy District <br />P.O. Box 880339 <br />Steamboat Springs, CO 80488 <br />2. Brief Statement of Reasons Why the Applicant is Seeking Party Status: <br />The Upper Yampa Water Conservancy District ("District") is a water conservancy <br />district under Title 37, Article 45 of the Colorado Revised Statutes located in Routt and <br />Moffat Counties, Colorado. Among other things, water conservancy districts in Colorado <br />are organized to provide for the conservation of water resources of the State of Colorado <br />and for the greatest beneficial use of water within the State. The communities of <br />Stagecoach, Oak Creek, Yampa, and Phippsburg, located within the District upstream <br />from the proposed Recreational In-Channel Diversion filed by the City of Steamboat <br />Springs ("City RICD"). If approved in the flow rates proposed, the City RICD will <br />significantly impair the future development of water resources for these communities and <br />the agricultural and industrial users of water in the Upper Yampa Basin. In addition, the <br />District is the owner of absolute and conditional water rights in the Yampa basin <br />upstream from the proposed City RICD. If granted in the quantities requested, the City's <br />application will significantly and adversely impact the ability of the District to change its <br />existing water rights and to finance and develop future water proj ects for the benefit of <br />the citizens of the District.
