AFFIDAVIT OF CHAN SPEAR <br />I, Chan Spear, being first duly sworn upon by oath, hereby state the following: <br />I am over the age of 18 and am competent to swear to the matters set forth herein. <br />I had originally planned to testify at the CWCB Hearing on May 26`' and 27" but will be <br />unable to attend. Therefore, I have asked Margaret O'Donnell to present my written statement on <br />my behalf as follows: <br />I have lived in the Steamboat area approximately 34 years. During that time, I have <br />worked on restorative river projects as part of my business, Rocksand Excavation, through the <br />town of Steamboat and specifically in an.d around the locations of the C Hole and upstream of the <br />Dr. Rich Weiss Park. <br />I also enjoy the recreational activities the Yampa River has to offer and have kayaked the <br />Yampa for more than 20 years. My enjoyment level in the playholes is greatest around 350 cfs, <br />when the Yampa has dropped back down and the water is warm. At levels above this, and <br />particularly over 1000 cfs, I just want to get thru the playholes and move on down to the next <br />feature that is friendlier to my level of boating, which I would characterize as "upper <br />intennediate". My kayaking buddy, who is significantly more skilled than I, tends to feel the <br />same way. I kayaked the river at much higher levels, so I arn able to comvare the different <br />kayaking experiences at different water levels. <br />I have observed kayakers in longer boats who get trapped in the C and D holes when the river is <br />running at high levels, go through once or twice, get pumineled by the water, and move on tc, <br />other milder play features. <br />It is my opinion that playholes have their place in the recreational specttum of our river, but I <br />also feel we need to maintain a balance of play features for everybody to enjoy. <br />Further affiant sayeth not. <br />Chan Spear
