Thomton and Ches[er C. <br />Watson. have reviewed infon-nalion, provided by Mr. Ricli McLaughlin, that percains to a <br />Rccreational In-Channel Diversion request and a U,S. Arnz, Corps o.f Enginecrs pern7it <br />for structures constructed in the Yampa River near the 13" Street Bridge in Steamboat <br />Springs, Colarado. In addition to revicwing chase »aterials, a site visit was condttcted on <br />19 April, 2004. During that visit, the entire reach, as delinealed in the U.S. Anmy, Corps <br />of Eiigineers 404 permit application, was wallced aiid observations made. <br />Flow conditions during the site visit, provided by .Mr. John Fetcher, were <br />estimated to be approximately 400-500 cubic feet per second. At this flow, the upstream <br />angled fisll habitat structures downstream of the 13`h Street Bridge were parlially <br />submerged a.nd both chLite slnictures appeared to be operaling as designed. Objectives <br />ol the site visit were to obseive the consn-uction, operation and potential impacts of the <br />roclc structures located within the reacli. Additionally, a review oF the supplied <br />supporting information documenting the hydraulic mzalysis and perfarmance of the Uoac <br />chute structures was to complemei-it field observations. Upon review of the tecllnical <br />information provided, the f.ollowing comments have been prepared. <br />The following list of materials, provided by Mr. McLaughJin, were reviewed: <br />]. a letter dated 21 January 2004 from Glenn E. Prozalc, Porzalc Browning & <br />Bushong LLl', to Edward R. Kowalslci, Colorado Water Conservation Board; <br />2. a letter dated 8 April 2003 from Antllony C. Cunis, USACE to Michael R. <br />Neumann, with permit information attached; <br />3. a copy of Resoltttion No_ 2003-74 from the City of Steamboat Springs; <br />4. a copy of pages From Paddler magazine, October 2001 (generally unreadable); <br />5_ a letter dated 22 DecemUer 2003 from Gary B. Thompson, P.E_, W. W. Wheeler <br />and Associates, Inc., to Gleiui E. Porzak, Bsq. Porzak Bcowning &Bushong <br />LLp; <br />6. a docttt-nent entiiled, Steamboat Springs Boacing Park by Offiee vf the Director <br />of Purlrs & Recreation Services, 5 pages with 2 set of copied pholos attached; <br />1
