The ancestors of these contem- <br />porary Native American tribes were the first to respect, <br />utilize, and in many instances manage the natural and <br />cultural resources that comprise the Colorado River <br /> <br />Basin. Historically, Native American tribes have not <br />been regarded as important stakeholders within the <br />Colorado River Basin. Rather, the federal government, <br />primarily through the actions of the Bureau of <br />Reclamation, has tended to focus its attention on the <br />needs of the basin states and their respective water <br />demands for agriculture, energy, and increasing popu- <br />lation growth. <br /> <br />This paper specifically examines the role of Native <br />American tribes, as distinct sovereign governments, as <br /> <br />21 <br />
